How rankings are built
Each ranking is a standalone file under data/rankings/*.json,
generated by a pipeline job that reads every city report and extracts the
matching metric. Rankings are never embedded in an individual report — see
reports for single-metro narratives.
Compliance ≠ exposure: regulatory counts (ECHO, SDWIS) indicate reporting activity, not measured health outcomes. See the guide for how to read these numbers.
